| STAFF RECOMMENDED ACTION: |
- Approve the Cooperative Purchase Contract with FX Tactical, LLC for Police Uniforms and Equipment, to include ballistic safety vests in an amount not to exceed $75,000.00 utilizing cooperative contract #CTR049178; and
- Authorize the City Manager to execute the necessary documents.

| Executive Summary: |
| Uniformed patrol officers carry and wear a variety of specialized equipment when responding to calls for service. The equipment utilized allows them to be visible and easily recognized in emergency situations and allows them to conduct their patrol functions in methods that are safe for both themselves and the community. Equipment ranges from thick leather duty belts that hold holsters and cases for semi-automatic pistols, metal handcuffs, portable radio, pepper spray, collapsible baton, flashlights, whistles, gloves, tasers and arguably most important a bulletproof vest. The Flagstaff Police Department has sourced these crucial patrol equipment items from FX Tactical, LLC (FX Tactical) for many years. FX Tactical has a large selection of uniform apparel, footwear, and accessories, additionally they also offer custom fitting and alterations on site. |
| Financial Impact: |
| The purchase from FX Tactical, will be funded through the Flagstaff Police Department as approved through the FY24 budget process. FPD will utilize funding in GL account # 001-04-061-0220-2-4352 and supplement with grant funds received by United States Department of Justice, Bulletproof Vest Partnership Program. |

The Flagstaff Police Department outfits and mandates the wearing of Ballistic Resistant Body Armor based on minimum performance standards developed, tested, and produced as part of the Standards and Testing Program of the National Institute of Justice (NIJ), Office of Justice Programs, U.S. Department of Justice.
By utilizing this standard, the Flagstaff Staff Police Department has implemented a mandated wear policy that is designed to protect law enforcement officers and reduce line-of-duty deaths.

| The Purchasing section has reviewed the competitively solicited cooperative purchase options available and confirmed that the State of Arizona, Procurement Office conducted a competitive and open procurement process through Request for Proposal Solicitation No. BPM002192 that resulted in contract number CTR049178-1 with FX Tactical, LLC that is valid and within the scope of the materials and services requested. |
| Key Considerations: |
| The utilization of proper equipment and the wear of standardized uniforms and ballistic vests in police work is imperative. Having visibly identifiable uniforms, proper equipment and having NIJ authorized ballistic vest available to the officers of the Flagstaff Police Department helps ensure their safety as well as the safety of the community they serve. It’s important to not only outfit officers with sufficient uniforms and equipment but also maintain it. Current manufacturing standards show that Kevlar, the material used in bulletproof vests, can show a loss of efficiency after five years of use. Manufacturers continue to upgrade bulletproof vests with higher threat levels and in lighter weight. As technology changes and improves, flashlights get smaller and brighter, uniform materials have become more lightweight and provide better movement and protection. By staying up to date on trends and improvements, and by maintaining a replacement standard on necessary uniforms and equipment the officers of the Flagstaff Police Department will have pride in the uniforms they wear and feel secure in their ability to provide exemplary service to this community. |
