TITLE:

Plan Interpretation for Regional Plan Goal T.7

STAFF RECOMMENDED ACTION:

Provide comments and endorse the proposed interpretation to be added to the Flagstaff Regional Plan 2030 website.

Executive Summary:

Regional Plan Goal T.7 establishes transit goals for the City of Flagstaff, but the City does not operate its own transit system. Mountain Line is the transit authority responsible for operating a transit system within the City. Mountain Line has adopted the Flagstaff in Motion Community Transit Plan, which identifies how best to provide and fund Mountain Line transit services. In the plan, Mountain Line identifies community transit needs for the next five years and prioritizes them into a list with recommendations to fund and implement in the near future. The proposed Regional Plan interpretation clarifies what should be considered when evaluating conformance with the City's Regional Plan Goal T.7.

Policy Impact:

Flagstaff Regional Plan interpretations are initiated by the Comprehensive and Neighborhood Planning Manager and are reviewed by Planning and Development Services and Legal staff. In the case of this interpretation, it has also been reviewed by the staff at Mountain Line. The Planning and Zoning Commission is then asked to verify or endorse the interpretation.

Connection to PBB Priorities/Objectives, Carbon Neutrality Plan & Regional Plan:

The Flagstaff Regional Plan Interpretations are generated on an as-needed basis. They are reviewed by Planning and Development Services staff and legal and then provided for endorsement to the Planning and Zoning Commission. They are then posted to the City of Flagstaff website and made available to all applicants and staff in need of them.
