Consideration and Approval of Grant Agreements:  Approve Grant Agreements between the City of Flagstaff and community partners utilizing $902,352.00 in funding from the American Rescue Plan Act Coronavirus Local Fiscal Recovery Funds for Housing Assistance Projects
STAFF RECOMMENDED ACTION:
  1. Approve Grant Agreements with the following organizations, utilizing a portion of the American Rescue Plan Act Coronavirus Local Fiscal Recovery Funds for Housing Assistance Projects:
     
    1. Project No: CL6321S (Affordable Housing):
      • $397,398.00 to Habitat for Humanity of Northern Arizona for the Starter Homes at Timber Sky Project
         
    2. Project No: CL6321T (Services for the Unhoused):
      • $199,006.00 to Catholic Charities Community Services, Inc. for the Homeless Outreach and Housing Connections Project
      • $46,250.00 to Homeless Youth Connection for the Flagstaff Transitional Living Project
         
    3. Project No: CL6321D (Other Housing Assistance):
      • $200,000.00 to DNA People's Legal Services for the Housing Stability Legal Services Project
      • $59,948.00 to the Salvation Army for the Eviction Prevention Project; and
         
  2. Authorize the City Manager to execute the necessary documents for all agreements.
Executive Summary:
Staff is seeking approval of Grant Agreements between the City of Flagstaff and community partners, utilizing a portion of the City’s American Rescue Plan Act Coronavirus Local Fiscal Recovery Funds (Local Recovery Funds) to respond to the COVID-19 public health emergency and its negative economic impacts. Local Recovery Funds in the amount of $902,352.00 will be used to provide housing assistance to City of Flagstaff residents.

Financial Impact:
On October 12, 2021, City Council provided direction on the use of Local Recovery Funds. City Council allocated $1,900,000.00 to housing assistance within the Negative Economic Impacts funding category.  This funding is budgeted in FY2023-24 in account 024-09-402-6321-1-4290.

On November 7, 2022, the City of Flagstaff released a Notice of Funding Available ("NOFA") for Housing Assistance Projects that address community needs identified as a result of the COVID-19 pandemic in order to improve community resilience, address disparities of disproportionately impacted communities and create and preserve stable, affordable housing and prevent eviction. The City received eight (8) eligible applications by the December 19, 2023 deadline. 

Housing staff conducted a risk assessment of all eight (8) applying agencies and their proposed Projects. Additionally, a Ranking Committee comprised of three (3) community representatives and three (3) City Staff met to review the proposals and rank them by consensus. Rankings primarily serve as a risk and benefit assessment and are the guiding input for Staff recommendations of ARPA Local Recovery Funds allocations. Staff presented the recommended allocations to the Housing Commission at the March meeting and the Housing Commission voted unanimously to forward them to Council with a recommendation for approval.
Policy Impact:
The City of Flagstaff 10-Year Housing Plan provides policy initiatives and strategies that the City will implement to address the City's Housing Emergency including encouraging the adaptive reuse of buildings and reducing homelessness.

On October 12, 2021, City Council provided direction on the use of Local Recovery Funds. City Council allocated $1,900,000.00 to housing assistance within the Negative Economic Impacts funding category.

On April 11, 2023, Housing Staff presented to City Council the Ranking Committee recommendations, forwarded by the Housing Commission, for allocation of Local Recovery Funds for Housing Assistance.

On June 20, 2023, City Council approved a $500,000.00 Grant Agreement with Housing Solutions of Northern Arizona for the JoJo's Place Transitional Housing Project and a $100,000.00 with Flagstaff Shelter Services for the Hotel to Housing Program. 
Options and Alternatives:
  1. Approve Grant Agreements with the following organizations, utilizing a portion of the American Rescue Plan Act Coronavirus Local Fiscal Recovery Funds for Housing Assistance Projects:

Background/History:
The City is a recipient of certain funds through the American Rescue Plan Act, Pub. L. No. 117-2 (March 11, 2021), which authorizes the U.S. Department of the Treasury to make payments from the Coronavirus Local Fiscal Recovery Fund. On October 12, 2021, City Council allocated $1,900,000.00 to Housing Assistance within the Negative Economic Impact funding category.

With $1,900,000 in ARPA Local Recovery Funds available for Housing Assistance, Staff recommended the following funding allocations: 
  • $59,948.00 to the Salvation Army for the Eviction Prevention Project
  • $46,000.00 to Homeless Youth Connection for the Flagstaff Transitional Living Project
  • $397,398.00 to Habitat for Humanity of Northern Arizona for the Starter Homes at Timber Sky Project
  • $200,000.00 to DNA People's Legal Services for the Housing Stability Legal Services Project
  • $199,006.00 to Catholic Charities Community Services, Inc. for the Homeless Outreach and Housing Connections Project
  • $500,000.00 to Housing Solutions of Northern Arizona for the JoJo's Place Transitional Housing Project
  • $100,000.00 to Flagstaff Shelter Services for the Hotel to Housing Program
  • $398,398.00 to HS Development Partners for the Villas at Lake Mary LIHTC Development (a loan)
Key Considerations:
The projects will aid the City in its efforts to meet the identified overarching goal of the 10-Year Housing Plan to reduce the current affordable housing need in our community by half over the next 10 years by contributing to either:
  • Impact at least 6,000 low-to-moderate income Flagstaff residents through a combination of unit creation or subsidy provision.
  • Create or preserve 7,976 housing units by 2031 with a minimum of 10% of them being affordable. This will increase the overall supply of market rate, workforce and affordable housing occupied by local residents.
If funded as detailed in the chart above, these projects would support the creation of 7 transitional housing beds exclusively for youth experiencing homelessness, the development of 24 sites of future Starter Homes for affordable homeownership, provide operational support for shelter and outreach services to over 1,000 individuals experiencing homelessness and prevent eviction for over 95 households.
Community Involvement:
City Council discussed Local Recovery Funds allocation amounts and categories for funding at the City Council work session on September 7, 2021 and provided direction on use of the Local Recovery Funds on October 12, 2021. These meetings were held in accordance with Open Meeting Law and include a public participation process allowing for public comments. There was an open and competitive application process for Local Recovery Funds for Housing Assistance.
