TITLE:
"Fireshed" Fuel Reduction Project - US Forest Service
STAFF RECOMMENDED ACTION:
Item of discussion informing Heritage Preservation Commission of allocation of HPOs time with the project.
Executive Summary:
The "Fireshed" project intends to provide fuel reduction in the surrounding area around Flagstaff to mitigate the potential watershed damage that has been taking place with recent fires. In order to proceed with forest fuel reduction Cultural Resource Surveys are required for a Federal Undertaking requiring compliance with Section 106 of the National Historic Preservation Act. The areas to be surveyed are extensive.  As was the case recently with the Schultz Creek flood retention project having the grant recipient administer the contracting with Cultural Resource Firms expedited efforts and vastly simplified procurement requirements. As an essential project to protect Flagstaff's watersheds and forests HPO time has been allocated to this project. 
Financial Impact:
A $ 1,300,000. reimbursable contract with the City of Flagstaff with HPO assisting Flagstaff Fuel reduction efforts by providing contracting and monitoring services in administering Cultural Resource Firms conducting surveys. 
 
Policy Impact:
None.  This work falls within the Section 106 consultation duties of the Heritage Preservation Officer. It supports City-wide goals and objectives for natural and cultural resource protection and City Council's goals of environmental stewardship and a safe and livable community.
