3. Recommended Protocol for Members and Other Participants

All commissioners should have their microphones on mute to keep the background noise out of the chat room. The chair of the meeting should ensure everyone has an opportunity to speak if they would like. Commissioners should use the chat function to inform the Chair they would like to make a statement and the Chair will announce the Commissioners to speak in the order they appear in the chat.
             
4. Public Participation

The Commission cannot act upon items presented during the Public Participation portion of the Agenda. Individual Commission members may ask questions of the public but are prohibited by the Open Meeting Law from discussion or considering the item among themselves until the item is officially placed on the Agenda. Each public comment or presentation will be limited to five (5) minutes.
  Commissioner Becker advised the commission Picking in the Pines will be Sept 15th-17th at the Pepsi Amphitheater.  

Guest Martin Ince updated the commission on accessibility improvements being made to Buffalo Park.
 
             
5. Information Items To/From Inclusion nand Adaptive Living Commission Members
  Commissioner Dorman advised the committee of a safe training with the City of Flagstaff Police Department on September 23rd, 2023 at 11AM at the police station on Sawmill.
             
6. Staff Participation
             
A. Lisa Keita Staff Liaison
  Liaison Keita informed the commission that City Council will be back in session beginning August 28th. 2023.

Mayor Daggett asked Vice Chair Simukonda to speak at the next meeting, she agreed.
             
B. Mitch Reddy Staff Liaison, NAIPTA
  Liaison Reddy let the committee know that this will be his last meeting as he is leaving Mountain Line.  Estella will fill in as the liaison until his position is filled.
             
C. Michele Eisenberg, Student Liaison HOZHONI
  Liaison Eisenberg shared information about what the Arizona Community of Practice does within the community to assist high schoolers with disabilities transition from school to the workplace.
             
D. Russell Randall Youth Liaison
  Liaison Randall was not present.
             
7. APPROVAL OF MINUTES: May 24, 2023
  Vice Chair Simukonda made a motion to approve minutes from May 24th, 2023.  Commissioner Becker seconded the motion, passed unanimously.

9. ACTION ITEMS
             
A. Library Ramp Update by Jeremy DeGeyter, Project Manager Senior Lead, City Engineering, City of Flagstaff.
  Guest Jeremy DeGeyter shared his final update to the commission on the Library Ramp Project, which will have a grand opening and ribbon cutting ceremony on September 29th, 2023 between 10 and 11am.  Chair Martinez and Vice Chair Simukonda commended Jeremy on the work him and his team did to make the entrance ADA compliant.
             
B. Sidewalk encroachment and presentation by Rachael Simukonda with informational
discussion with Reggie Eccleston, Code Compliance Manager, Community Development,
City of Flagstaff.
  Chair Martinez, Vice Chair Simukonda, and Commissioner Becker gave a presentation to the commission on sidewalk and encroachment problems within Flagstaff.  The commission discussed enforcement and education opportunities within the city that could be utilized to improve ADA compliance among community members and visitors.  Suggestions included warning stickers, QR codes, pamphlets, and a police database.  Liaison Eisenberg requested Police Chief Musselman be present for further discussion, Vice Chair Simukonda asked Liaison Keita to invite him to the next commission meeting, she did.  Vice Chair Simukonda expressed to Mayor Daggett that she would like to give the presentation to the City Council, Mayor Daggett agreed.
             
C. Flagstaff Regional Plan Update Presentation by Sara Dechter, Comprehensive &
Neighborhood Planning Manager, City of Flagstaff and Jordan Hollinger, Associate Planner,
Community Development, City of Flagstaff.
  Due to time limitations the presentation will be moved to the September 27th, 2023 agenda.
             
D. Keith Becker discussion to extend meeting time from 1 hour to 1 and 1/2 hours to better
cover topics and discussions and to put for a vote.
  Commissioner Becker requested that there be work sessions before or after meetings for additional input or discussion on non-voting items.  Commissioner Dorman said she can do work group sessions on other Wednesdays at the same time.  Commission discussed frequency and length of work group meetings.  Vice Chair Simukonda made a motion to add a vote to the next agenda to have the 3rd Wednesday of every month a work group session and the 4th Wednesday of every month the commission's meeting, Chair Martinez seconded, passed unanimously.
             
10. REPORTS/DISCUSSION ITEMS
             
A. Discussion on Letters to Council on the following items:
1. Open Seats on CIAL Commission
2. Environmental Services Disclaimer about sidewalks on City Water Bill.
3. NAH Hospital discussion and letter to mayor and Council-What do we want to present?
  Moved to next agenda due to time limitations.
             
B. Work Group Selection for each of the letters to Council or One Work Group to work on all
suggested letters to council.
