1. Call to Order
  Chair Toner called the meeting to order at 1:30PM.

Mission Statement and Land Acknowledgment

MISSION STATEMENT

A commission to foster support, respect, awareness and appreciation of diversity among all citizens of Flagstaff.
LAND ACKNOWLEDGEMENT

The Commission on Diversity Awareness humbly acknowledges the ancestral homelands of this area’s Indigenous nations and original stewards. These lands, still inhabited by Native descendants, border mountains sacred to Indigenous peoples. We honor them, their legacies, their traditions, and their continued contributions. We celebrate their past, present, and future generations who will forever know this place as home.

5. Public Comment

The Commission cannot act upon items presented during the Public Participation portion of the Agenda. Individual Commission members may ask questions of the public but are prohibited by the Open Meeting Law from discussion or considering the item among themselves until the item is officially placed on the Agenda. Each public comment or presentation will be limited to five (5) minutes.
  Guest D. Wegwert shared information with the committee on the Transforming Care Conference in Columbus, OH and the Let's Get Better Together Conference in Phoenix, AZ.
             
6. Approval of Minutes: July 19, 2023
  Commissioner Camp made a motion to approve minutes from July 19, 2023.  Vice Chair Gebler seconded the motion, passed unanimously.
             
7. Date of Next Meeting: September 20, 2023
             
8. Action Items
             
A. Update on Juneteenth.
  Chair Toner updated the commission on progress to designate Juneteenth as an official holiday in collaboration with the Indigenous Commission.  City of Flagstaff HR Leadership is collecting data to move forward with holiday designation for Juneteenth as well as Indigenous People's Day.  Council Member House placed the item on the agenda for City Council.
             
B. Discussion of formal efforts for the women’s right commission.
  Liaison Keita advised the commission the work group is working with the data collected and waiting on some feedback.  Another update will be given in September.
             
C. Water Reliability Roundtable discussion for Commisssion Member to attend a session for dates on September 6, 7 or 8.
  Liaison Keita advised the committee that she has signed up to attend the Water Reliability Roundtable Sept 8th.  Chair Toner requested the invite email be forwarded to the commission so additional people can attend.
             
9. Reports/Discussion Items
             
A. Proclamations
             
i. Proclamations Work Group Update: Update provided by Carolyn Kidd, Bethany Camp, Mandy Gebler
1. Reading of 2023 Hispanic Heritage Month Proclamation and vote for approval to move to City Council
  Vice Chair Gebler announced to the committee that a proclamation for Hispanic Heritage Month was created and shared it with the committee.  The committee discussed whether to use the term Latina or Latin X in the proclamation and which countries to mention specifically, the conversation will continue when Commissioner Kidd returns.  The commission decided to go ahead and take vote to move the proclamation forward while edits are being finished.  Vice Chair Gebler made motion to approve proclamation.  Commissioner Pino seconded, passed unanimously.
             
ii. Updates from Staff Liaison: Staff Liaison will give any potentials updates on city council meeting.
  Liaison Keita advised the commission that City Council is returning to session on August 28, 2023 and HR leadership will continue to move forward with data collection for Juneteenth.
             
B. Recommendations to Council (updates and future items)

Upcoming Election for chair and vice chair

  Elections for Chair and Vice Chair were done in July.
             
C. Current Commission Priorities:
1. Work group list report or update.
2. Collaboration with library
3. Update on the fair item on the equitable restrooms.
  Chair Toner requested more clarity and separation of commissions, work groups, and calendar group on the agendas moving forward. 

Commissioner Camp said the calendar is ready to go live in September and will be on the City of Flagstaff's website on a resource page for CODA.  She also requested that the commissioners complete a mini biography and email them to her to get added to the resource page along with highlights of what the commission has been working on.  Vice Chair Gebler asked the commissioners to review the community access map for updates.

Chair Toner provided the commission an update on collaboration with the library and their work to create an archive for the stories and history of the LGBTQ+ community within Flagstaff.

Chair Toner said that the fair and equitable restroom proposal has been sent to City of Flagstaff Legal Division for review and will follow up with an email.
             
10. Agenda for Future Meeting(s)
Anti-Camp Ordinance review of data for move to another committee Discussion on Commemorative Flag update from Rose Toehe to collaborate with CODA and other community groups to develop a flag that would help represent the African American community for Black History Month better than the current representing flag does. Also, to discuss future opportunities for flag representation of community groups.
  Chair Toner advised the committee flag designs are still being worked on for Black History Month and Native American Month.

Commissioner Pino volunteered to speak at NAU about the Anti-Camp Ordinance data project for grad students.
             
11. Adjourment
  Liaison Keita adjourned the meeting at 2:35pm.
