Call to Order
NOTICE OF OPTION TO RECESS INTO EXECUTIVE SESSION
Pursuant to A.R.S. §38-431.02, notice is hereby given to the members of the Heritage Preservation Commission and to the general public that, at this regular meeting, the Heritage Preservation Commission may vote to go into executive session, which will not be open to the public, for legal advice and discussion with the City’s attorneys for legal advice on any item listed on the following agenda, pursuant to A.R.S. §38-431.03(A)(3).

3. LAND ACKNOWLEDGEMENT

The Heritage Preservation Commission humbly acknowledges the ancestral homelands of this area’s Indigenous nations and original stewards. These lands, still inhabited by Native descendants, border mountains sacred to Indigenous peoples. We honor them, their legacies, their traditions, and their continued contributions. We celebrate their past, present, and future generations who will forever know this place as home.

Due to Open Meeting Laws, the Commission cannot discuss or act on items presented during this portion of the agenda. Approve the Minutes of the June 15, 2022 Heritage Preservation Commission Meeting.
  Moved by Shelli Dea, seconded by Charlie Webber to approve the Minutes of the June 15, 2022 Heritage Preservation Commission Meeting

B. July 20, 2022 HPC Special Meeting Minutes

Approve the Minutes of the July 20, 2022 Special Meeting of the Heritage Preservation Commission Meeting.
  Moved by Caitlin Kelly, seconded by Shelli Dea to approve the Minutes of the July 20, 2022 Special Meeting of the Heritage Preservation Commission Meeting.

A. 309 S Verde Facade Improvement
Address: 309 S Verde St
Assessor's Parcel Number: 10314003B 
Property Owner:  Smith Ila - Scottsdale AZ
Applicant:  Mark Smith
City Staff:  Mark Reavis, Heritage Preservation Officer

Facade Matching Grant for up to $10,000 for continuation of work after removal of aluminum siding, so as to approximate original exterior finish when constructed.
Approve facade grant for up to $10,000 on 50/50 basis per program.


 
 

Mark Reavis: Introduced project and provided brief background. 

Applicant, Mark Smith: Gave additional information about the project 

Emily Dale: Asked whether there are any historic photos of the property? 

Mark Smith: Stated he was not able to find any historic photos of the property. 

Emily Dale: Asked whether there are other homes in the area that would have had a similar façade? 

Mark Reavis: Gave an explanation of what the original façade would have looked like. Stated that this home would have been slightly unique.  

Charlie Webber:  Asked whether the windows had already been replaced? 

Mark Reavis: Confirmed that they had been replaced already. 

  Moved by Shelli Dea, seconded by Caitlin Kelly to Approve a grant of up to a $10,000 to be awarded for façade work at 309 S Verde St with monitoring and approval by the HPO.

B. Ponderosa Pawn & Trading Co Building Facade Grant
Address:  118 W Route 66
Assessor's Parcel Number:  10021005
Property Owner:  Berardi Investment, Joe Beraridi
Applicant:  Anthony Berardi
City Staff: Mark Reavis, Heritage Preservation Officer

Provide a Facade Grant of up to $10,000 for painting and the demolition of a framed awning and new lightweight replacement.
Recommended Motion: Approve a grant of up to a $10,000 to be awarded for façade work at 118 W Route 66 with monitoring and approval by the HPO.


 
 

Mark Reavis: Gave introduction and background on the project. 

Applicant, Anthony Berard: Gave a brief statement about the building and project. 

Mark Reavis: Clarified that the awning color will be earth toned and not the red that is shown in the staff report. 

Emily Dale: Asked whether there are any historic photos of the property? 

Mark Reavis: Stated that the building is largely unchanged since it was built. 

  Moved by Caitlin Kelly, seconded by Charlie Webber to approve a grant of up to a $10,000 to be awarded for façade work at 118 W Route 66 with monitoring and approval by the HPO.

7. GENERAL BUSINESS
             
A. HPC Educational: Historic Home Progression w/ 1901-1948 Sanborn Fire Insurance Maps, example home in North End Historic Residential District.

Mark Reavis gave a presentation on historic home progression using Sanborn maps. 
             
B. Revisions to Historic Facade & Sign Grant Program
Discussion only
 

Mark Reavis: gave an overview of the grant program history. 

Jordan Hollinger: Provided information about inflation rates over the grant time period. 

Sara Dechter: Asked commission for clarity on desired timeline. 

Commissioners stated that a good timeframe for adjustments to the program would be by next fiscal year. 

Charlie Webber: Asked whether the commission would received an increase in total funding with an increase in grant amounts? 

Sara Dechter: Explained that they are separate and the total amount comes from a budget request. Thinks it would make sense to wait until the commission tries a new grant program and then request additional funds.  

             
C. Selection of new Chair and possibly Vice-Chair
  Commissioners discussed appointment of new Chair and Vice-Chair
  Moved by Shelli Dea, seconded by Caitlin Kelly to appoint Emily Dale as Chair of the Heritage Preservation Commission.

  Moved by Caitlin Kelly, seconded by Shelli Dea to appoint Charlie Webber as Vice-Chair of the Heritage Preservation Commission.

  Sara Dechter: Suggested a social event for commissioners to thank former Commission Chair, David Hayward for his service on the commission.

Commissioners agreed on a Sept 7 Date.

Sara Dechter: Asked the commission to help recruit for vacant commission seats.

Emily Dale: Asked whether their is a plan to return to in-person meetings.

Sara Dechter: Stated that most commissions have remained virtual.

Commissioners agreed to remain virtual for the time being.

Chair Dale adjourned the meeting at 5:09 PM.
