1. Call to Order
  Vice Chairman Jones called the meeting to order at 4:08p.m.

4. APPROVAL OF MINUTES
Approval of the minutes from the meeting on August 11, 2021.
  Moved by Eric Nolan, seconded by Carole Mandino to approve the minutes of the regular meeting of August 11, 2021 as submitted.
  Vote: 5 - 0 - Unanimously
             
5. PUBLIC HEARING
             
A. PZ-19-00204-03 Presidio Tract M
A Conditional Use Permit request from Miramonte Presidio LLC, to establish a Planned Residential Development (PRD) on Tract M within the Presidio in the Pines master planned development.  The PRD consists of 39 multi-family residential units on 2.77 acres located at 2940 S Woody Mountain Road within the Highway Commercial (HC) zone.
 
In accordance with the findings presented in the attached report, staff recommends approval of PZ-19-00204-03 with conditions.
 
 
 

Tiffany Antol, Senior Planner, gave a PowerPoint presentation on the proposed conditional use permit.

Whitney Cunningham, Applicant representative, gave a PowerPoint presentation on the proposed conditional use permit and answered questions from Commissioners.

Discussion was held on the proposed conditional use permit.

B. PZ-19-00022-05 Cedar Medical
A Conditional Use Permit request from Apricus Health to use approximately 17,000 square feet of a forthcoming 44,702 square foot office building located at 1895 N Jasper Drive for a Hospital use. The parcel, APN 101-46-012B, is zoned Research and Development (RD) and is located within the McMillan Mesa Village Specific Plan development area “F”.
 
In accordance with the findings presented in this report, staff recommends approval of PZ-19-00022-05 with conditions.
 
  Patrick St. Clair, Planning Development Manager, gave a PowerPoint presentation on the proposed conditional use permit and answered questions from Commissioners.

PUBLIC COMMENT
Vince Martinez, Guardian Ambulance, spoke to the state requirements related to ambulance traffic and the traffic on McMillan Mesa area
Joshua Tinkle, COO NAH, discussed conflict of not being able to provide services spoke of as a hospital, and increased ambulance traffic
Kevin Con, Flagstaff Physician, concerned with traffic, not being able to provide services spoke of as a hospital
Whitney Cunningham, resident, concerned about the use of the 10 acre parcel adjacent to the subject parcel
Colleen Maring, resident and legal counsel for NAH, expressed concerned about not being able to provide services spoke of as a hospital, legal basis of no lights and sirens of an ambulance
 
  Moved by Marie Jones, seconded by Eric Nolan 

to continue PZ-19-00022-05 Cedar Medical conditional use permit  to the next regular meeting of September 8, 2021
 

  Vote: 5 - 0 - Unanimously
             
6. GENERAL BUSINESS
             
A. PZ-17-00175-04 Miramonte at Birch
Miramonte Birch & Verde, LLC requests Preliminary Plat approval for Miramonte at Birch Avenue. The subdivision consists of 24 residential condominium units, located at 304-316 E Birch Avenue. The condominium plat is on 0.53 acres in the T4N.1 (Transect) Zone.
Staff recommends the Planning and Zoning Commission, in accordance with the findings presented in this report, forward the Preliminary Plat to the City Council with a recommendation for approval.

STAFF RECOMMENDED ACTION:
Discussion only
  Sara Dechter, Comprehensive Planning Manager, introduced Jordan Hollinger, Associate Planner to give the PowerPoint on the Annual Report of the 2030 Regional Plan.
