1. Call to Order
  Meeting was called to order by Vice-Chair Zimmerman at 4:00 p.m.
             
2. Roll Call
NOTE: One or more Commission Members may be in attendance telephonically or by other technological means.

Due to Open Meeting Laws, the Commission cannot discuss or act on items presented during this portion of the agenda. To address the Commission on an item that is on the agenda, please wait for the Chair to call for Public Comment at the time the item is heard.

4. APPROVAL OF MINUTES
Approval of minutes from the meeting on July 22, 2020
  Moved by Carole Mandino, seconded by Eric Nolan to approve the minutes of the regular meeting of July 22, 2020
  Vote: 6 - 0
             
5. GENERAL BUSINESS
             
A. Discussion: Case No. PZ-19-00123: Request for a work session with the Planning and Zoning Commission to discuss the City’s request to amend the Zoning Code to create the Neighborhood Community Commercial (NCC) zone.
  Daniel Symer, Zoning Code Manager, gave a PowerPoint presentation on proposed Zoning Code amendments and answered questions from Commissioners.

Sara Dechter, Comprehensive Planning Manager, answered questions from Commissioners.
             
B. Discussion: Case No. PZ-19-00125: Request for a work session with the Planning and Zoning Commission to discuss the City’s request to amend the Zoning Code pertaining to the goals, policies, and implementation strategies of the High Occupancy Housing Specific Plan. 
  Moved by Marie Jones, seconded by Gaylene Soper to continue agenda item B related to PZ-19-00125 to next regular meeting on August 26, 2020.
  Vote: 6 - 0
             
C. Discussion: A request for a work session with the Planning and Zoning Commission on a concept to consider rezoning areas of the city to the proposed Neighborhood Community Commercial (NCC) zone. 
   Mr. Symer gave a PowerPoint presentation on the proposed rezoning and answered questions from Commissioners,

  PUBLIC COMMENT:
There was an issue with the virtual link that didn't allow the public to access the meeting when public comment was called

Duffie Westheimer, resident, expressed concern about a duplex height and number of people living in it that is being built in her neighborhood

  Moved by Marie Jones, seconded by Eric Nolan to appoint David Zimmerman as Chair of the Planning and Zoning Commission
  Vote: 6 - 0
  Moved by David Zimmerman, seconded by Carole Mandino  to appoint Marie Jones as Vice Chair of the Planning and Zoning Commission
  Vote: 6 - 0
             
7. MISCELLANEOUS ITEMS TO/FROM COMMISSION MEMBERS
   Ms. Pucciarelli will update the Commission on the requested information by Commissioner Nolan on sustainability

Commissioner Jones requested information on duplex and triplexes
