Call to Order
Commissioner Burcham called the meeting to order at 4:01PM
NOTICE OF OPTION TO RECESS INTO EXECUTIVE SESSION
Pursuant to A.R.S. §38-431.02, notice is hereby given to the members of the Heritage Preservation Commission and to the general public that, at this regular meeting, the Heritage Preservation Commission may vote to go into executive session, which will not be open to the public, for legal advice and discussion with the City’s attorneys for legal advice on any item listed on the following agenda, pursuant to A.R.S. §38-431.03(A)(3).

3. LAND ACKNOWLEDGEMENT

The Heritage Preservation Commission humbly acknowledges the ancestral homelands of this area’s Indigenous nations and original stewards. These lands, still inhabited by Native descendants, border mountains sacred to Indigenous peoples. We honor them, their legacies, their traditions, and their continued contributions. We celebrate their past, present, and future generations who will forever know this place as home.

Approve the minutes of the May 17, 2023 Heritage Preservation Commission.

6. PUBLIC HEARING
             
A. Facade Grant - Mid-Century Modern DeChambre/Geib

Property Owner:  Claire DeChambre & Nicholas Geib
Applicant:  Nicolas Geib
City Staff:  Mark Reavis HPO

By Claire DeChambre & Nicolas Geib owners of a mid-century modern home have requested a $10,000 Historic Facade Matching Grant for an estimated $39,000 façade rehabilitation project to accurately restore modified changes to the home. Work includes use of materials specific to mid-century architecture.
 
Recommended Motion: Approve a historic facade grant with an allocation of $10,000 to be awarded to Clarire DeChambre & Nicholas Geib for preservation, restoration and rehabilitation work on a mid-century modern home located at 1625 N Sunset Dr Flagstaff AZ.
 
The Historic Preservation Commission (HPC) for the Historic Signs & Facades Grant may:
(1) Approve per the staff recommended motion – or –
(2) The Commission could request modifications to the proposal and include them as conditions of approval – or –
(3) Continue the HPC review to a date certain and ask the applicant to come back with a modified proposal that meets those conditions – or -(4) Deny the grant request.

Nicholas Geib (Applicant): Provided some background about the property and project. Noted that the home is in pretty bad shape and that the hope is to restore the property to the original design.

Duffie Westheimer: Noted that she is pleased that the owner is working to restore the home to the original design.

  Mark Reavis: Introduced the project and applicant. Noted that the building was built by the applicant's father.

Enrique Valdivia (Applicant): Provided some additional information about the building and family history, noting many of the construction materials used in the building and the various uses of the building over time.

Bernadette Burcham: Asked what the building is used for now and what the plans are for it in the future.

Enrique Valdivia: Answered that he uses it to help house people, noting that he uses it to house veterans who struggle to pay rent.

Duffie Westheimer: Asked whether Enrique would be able to identify who did what masonry work on different buildings throughout the Southside.

Enrique Valdivia: Answered that he isn't sure.


 
             
7. GENERAL BUSINESS
             
A. Flagstaff Regional Plan 2045 Update
Discussion only.
  Sara Dechter: Gave a presentation on the Flagstaff Regional Plan Update.

Duffie Westheimer: Asked whether anybody on the Technical Advisory Group is representing historic preservation and Flagstaff's historic neighborhoods.

Sara Dechter: Noted that David Hayward was the former chair of the Heritage Preservation Commission and that Chris Barrett is an archeologist.

Duffie Westheimer: Expressed some concerns about the use of computer modeling in the update process.

Bernadette Burcham: Asked when the commission will be informed again.

Sara Dechter: Explained that we currently don't have a concrete plan for commissions reviewing the plan as we write it.

Amy Horn: Noted that is would be good to host outreach events in different locations throughout the region. Also, asked whether time horizon is for the plan is 2045?

Sara Dechter: Explained that, yes, the 2045 date is the "Planning Horizon" for the next regional plan and that we typically look out around 20 years for a general plan.
             
8. MISCELLANEOUS ITEMS TO/FROM COMMISSION MEMBERS

Heritage Preservation Commission member, Duffie Westheimer - representing the Townsite Community Land Trust - will provide an update on the 12 Hillside House move to Townsite.

Duffie Westheimer: Provided an update on the 12 Hillside House move to Townsite, including pictures of the house being moved.
