STAFF RECOMMENDED ACTION: |
- Approve a Cooperative Purchase Contract with J.C Cullen, Inc. d/b/a Niles Radio Communications in the amount of $222,390.04, plus applicable taxes, for Cradlepoint R1900 routers, Panorama antennas, licensing, hardware installation, and support/maintenance; and
- Authorize the City Manager to execute the necessary documents.

Executive Summary: |
As the City continues to migrate Information Technology (IT) support for Flagstaff Police Department (FPD) to City of Flagstaff IT department, staff is continuing to work on the mobile computing (MDC) environment for Patrol officers in their vehicles. This new equipment will allow stronger, more consistent connectivity around the vehicle. This equipment will be replacing their built-in cellular cards within each MDC. The Cooperative Purchase will be through a State of Arizona cooperative agreement #ADSPO19-00008376, contract number CTR046831. |

There is a one-time cost of $222,390.04, plus applicable taxes. This cost has been budgeted in IT accounts 001-01-014-0044-1-4301 and 001-01-014-0049-1-4229 for FY 2022-23. This is being procured under the State Contract which is a Cooperative Contract. |

- Approve the Cooperative Purchase Contract with Niles Radio Communications in the amount of $222,390.04, plus applicable taxes; or
- Do not approve this purchase and direct staff how to proceed. If not approved, staff will continue to use existing cellular connections that often proves slow and unreliable, potentially causing difficulty for FPD Patrol officers to adequately perform their duties while in the field.

Background/History: |
With FPD dispatch and related functions now squarely under the umbrella of IT division, staff is continuing to implement new and upgraded systems for FPD. This purchase will provide FPD patrol officers in the field with better options for connectivity. Staff is seeking to upgrade the built-in cellular in their MDC patrol units (rugged laptops) to a more robust setup with a Cradlepoint wifi router and Panorama antenna setup on each patrol vehicle. This new equipment will allow more consistent and stronger cellular connectivity for each vehicle and the associated FPD officers, in addition to better tools and ability for IT to support them in the field.
Purchasing staff identified an opportunity to utilize a piggyback purchasing process. The Cooperative Purchase will be through a State of Arizona cooperative agreement #ADSPO19-00008376, contract number CTR046831. |
