PLANNING & ZONING COMMISSION

1. Call to Order
  Chairman Zimmerman called the meeting to order at 4:00 p.m.
             
2. Roll Call
NOTE: One or more Commission Members may be in attendance telephonically or by other technological means.

3. Public Comment

At this time, any member of the public may address the Commission on any subject within their jurisdiction that is not scheduled before the Commission on that day. Due to Open Meeting Laws, the Commission cannot discuss or act on items presented during this portion of the agenda. To address the Commission on an item that is on the agenda, please wait for the Chair to call for Public Comment at the time the item is heard.

4. APPROVAL OF MINUTES
Approval of the minutes from the meeting on Wednesday, April 14, 2021.
  Moved by Carole Mandino, seconded by P. Lloyd Paul to approve minutes of the regular meeting of April 14, 2021 as submitted.
  Vote: 6 - 0 - Unanimously
             
5. PUBLIC HEARING
             
A. A request by the City to amend the Zoning Code to modify the existing Medical Marijuana land use and application provisions to address Proposition 207 – Smart and Safe Arizona Act (recreational use of marijuana) that was approved by the Arizona voters in November 2020.
Staff recommends the Planning and Zoning Commission, in accordance with the findings presented in this report, find that the required findings of the Zoning Code have been met, and make a recommendation to the City Council for approval of the Zoning Code Text Amendment.
  Daniel Symer, Zoning Code Manager, gave a PowerPoint presentation on the proposed zoning code amendment and answered questions from Commissioners.
  Moved by Carole Mandino, seconded by Eric Nolan PZ-21-00056 to amend the Zoning Code to modify the existing Medical Marijuana land use and application provisions to address Proposition 207 – Smart and Safe Arizona Act (recreational use of marijuana) that was approved by the Arizona voters in November 2020.with a recommendation  to City Council for approval of the zoning code text amendments in the accordance with the findings in the submitted report
  Vote: 6 - 0 - Unanimously
             
6. GENERAL BUSINESS
             
A. Aspen Place at the Sawmill Comprehensive Sign Plan Addendum (CC-21-00297)
 
STAFF RECOMMENDED ACTION:
The Planning and Zoning Commission has the discretion to approve signage that exceeds the sign standards with the review and approval of a Comprehensive Sign Program.
  Genevieve Pearthree, Planning Development Manager, gave a PowerPoint presentation on the proposed sign plan addendum and answered questions from Commissioners. 

Jeff Wells, Signarama, gave a brief description on the proposed addendum
Sharon Beck, Owner representative, was present and briefly discussed the addendum
Tamara Orisa, site manager, spoke to the health and safety aspects of the proposed sign addendum

 
  Moved by David Zimmerman, seconded by Carole Mandino to approve the signage addendum request for The Village at Aspen Place at 601 E Piccadilly Dr as submitted
  Vote: 6 - 0 - Unanimously
             
B. Discussion: Case No. PZ-21-00066: Request for a work session with the Planning and Zoning Commission to discuss the City’s proposed amendment to the Zoning Code to modify the existing Accessory Dwelling Unit (ADU) and accessory structure requirements.
  Daniel Symer, Zoning Code Manger, gave a PowerPoint presentation on the proposed zoning code amendment and answered questions from Commissioners.

Discussion was held on the proposed amendment
