Duffie Westheimer: Noted two edits to the March 15, 2023 minutes.
1) On item one, the Yogurt Shop, correct Duffie Westheimer’s comment to clarify that she believes the cornice, which is being painted a bright color, is larger than a typical accent and is therefore, too bright.
2) On item 7, B, 1 - Downtown Historic Transportation Corridor - edit Duffie Westheimer's comment to read: Also asked, "can Mark do anything about adjusting schedules during construction so people who live downtown can still function?" Emphasizing that there are many projects that could take place in the same area (downtown) at the same time. They should be coordinated so that downtown and surrounding neighborhoods can function.

Mark Reavis: Gave a brief introduction to the project and introduced Karl Eberhard, the applicant who prepared the cultural resource study.
Karl Eberhard: Provided some additional background and information about the project and the plan to relocate the building.
Abbey Buckham: Asked whether the building is being demolished or whether that will only happen if the building move does not happen.
Karl Eberhard: Clarified that the plan is to move the building to 615 W Birch, but that he is unsure what the owners will do if the move falls through.
Shelli Dea: Asked what necessitates the existing building being moved.
Karl Eberhard: Explained that the owners would like to build a new house on the land and want the existing building gone.
Mark Reavis: Added that the phase 2 cultural resource study fully documents the structure in the same way as similar properties where a full demolition has been allowed.
Emily Dale: Asked whether the hope is to use the existing building as housing after it is moved.
Karl Eberhard: Answered that yes, the plan is to use the building for housing.
Sara Dechter: Clarified that this agenda item is just voting on whether or not to accept the cultural resource study. |

Staff recommends approval of a “Certificate of Appropriateness” for the placement of a home currently located at 12 N Hillside to a land parcel located at 615 W Birch Ave within the Townsite Design Review Overlay District.
The Historic Preservation Commission (HPC) for “Certificate of Appropriateness may:
(1) Approve per the staff recommended motion – or –
(2) The Commission could request modifications to the proposal and include them as conditions of approval – or –
(3) Continue the HPC review to a date certain and ask the applicant to come back with a modified proposal that meets those conditions – or -
(4) Deny Certificate of Appropriateness and require Certificate of Economic Hardship or submittal of an alternative design that meets all Townsite Overlay Requirements.

Mark Reavis: Provided a brief overview of the project, and explained that the review treats the home as a new construction project in the townsite overlay.
Karl Eberhard: Added additional information about the architectural elements of the home and compatibility with the Townsite design review standards.
Mark Reavis: Noted that the site for the building is currently open, having been used as a garden most recently.
Abbey Buckham: Asked what the new owner intends to do with the house.
Karl Eberhard: Explained that the new owner will be the Townsite Community Land Trust and provided some additional information as to how the land trust's ownership model works.
Emily Dale: Asked whether the Land Trust already owns the property.
Karl Eberhard: Stated that the Land Trust does already own the property.
Emily Dale: Asked whether the project will create a more cramped space in the Townsite district?
Mark Reavis: Explained that the building is actually being placed on an empty lot.
Emily Dale: Asked whether the project has been brought forward to neighbors in the area and whether they had had time to comment.
Sara Dechter: Confirmed that there was a posting and shared images of the posting notice.
Karl Eberhard: Also noted that the property owners spoke to the immediate neighbors on both sides and that what is being brought to the commission was the preferred course of action by all parties.
Burnadette Burcham: Asked if the posting was in a visible area.
Mark Reavis: Clarified that, yes, it was in a visible area.
Shelli Dea: Asked what the success rate of moving a building like this is.
Karl Eberhard: Answered that the success rate is very high.
Burnadette Burcham: Stated that this project is a really positive one for the community.
Shelli Dea: Expressed agreement and hoped this could serve as a model for other similar projects.
Mark Reavis: Noted that there is a possibility of having the property listed as part of the Townsite Historic District. |

Mark Reavis: Introduced the project and clarified what the grant money would be used for – up to $10,000 matching for the small house to be placed on the property with historic rehab of the house. Noted that the foundation and home addition are not included.
Emily Dale: Noted that there is $5,000 in the application funding breakdown for the foundation and asked if that was incorrect.
Mark Reavis: Clarified that the attached funding breakdown is incorrect and that an updated one was sent out to the commission.

Anne Mead (Architect for the project): Provided an overview of the proposed project, including siting and architectural components of the accessory dwelling unit being constructed, and work on the existing home.
Jeff Kramarczyk (Applicant): Noted that the removal of the garage would allow the existing chimney on the home to be visible.
Anne Mead: Noted that she and the applicant had met with Mark Reavis to ensure that the ADU design met the Townsite requirements.
Emily Dale: Asked if the existing garage is in the back of the property.
Mark Reavis: Confirmed that the garage was in the back.
Sara Dechter: Shared the renderings and photos of the existing property and proposed ADU.
Duffie Westheimer: Expressed appreciation for the attention paid to the Townsite overlay. Asked how far out the porch will come.
Anne Mead: Clarified that the new porch will come out 8 ft, while the old one came out 6 ft.
Duffie Westheimer: Asked whether the project will require the removal of the two flowering trees in the front of the property.
Jeff Kramarczyk: Stated that, no, neither tree will be removed.
Duffie Westheimer: Asked whether any flooding occurred where the accessory dwelling unit is being constructed.
Anne Meade: Stated that she was not aware of any significant flooding and that the site had good drainage. |

Sara Dechter: Clarified that the meeting is at 4PM, but that Emily Dale and Shelli Dea will need technology training before the meeting.
- Staff recommended General Business for May 2023.
Sara Dechter: Staff will be bringing several items to the commission next meeting:
1) The new applications.
2) The final version of the new grant application guidelines.
Mark Reavis: Noted that Commissioner Buckham was not aware of the Townsite Community Land Trust.
Duffie Westheimer: Stated she would be happy to provide more information.
Duffie Westheimer: Asked for an update on the WC Riles project.
Sara Dechter: Stated that staff could bring an update to that during the next meeting.
