Call to Order
NOTICE OF OPTION TO RECESS INTO EXECUTIVE SESSION
Pursuant to A.R.S. §38-431.02, notice is hereby given to the members of the Heritage Preservation Commission and to the general public that, at this regular meeting, the Heritage Preservation Commission may vote to go into executive session, which will not be open to the public, for legal advice and discussion with the City’s attorneys for legal advice on any item listed on the following agenda, pursuant to A.R.S. §38-431.03(A)(3).
  Chair Emily Dale called the meeting to order at 4:00PM

3. LAND ACKNOWLEDGEMENT

The Heritage Preservation Commission humbly acknowledges the ancestral homelands of this area’s Indigenous nations and original stewards. These lands, still inhabited by Native descendants, border mountains sacred to Indigenous peoples. We honor them, their legacies, their traditions, and their continued contributions. We celebrate their past, present, and future generations who will forever know this place as home.

4. Public Comment

At this time, any member of the public may address the Commission on any subject within their jurisdiction that is not scheduled before the Commission on that day. Due to Open Meeting Laws, the Commission cannot discuss or act on items presented during this portion of the agenda. To address the Commission on an item that is on the agenda, please wait for the Chair to call for Public Comment at the time the item is heard.

5. APPROVAL OF MINUTES
Approve the Minutes of the September 21, 2022, Heritage Preservation Commission Meeting.
  Moved by Bernadette Burcham, seconded by Caitlin Kelly to approve the minutes of the September 21 Heritage Preservation commission meeting.
  Vote: 5 - 0

7. GENERAL BUSINESS
             
A. Introduction of New Commission Members
Abbey Buckham, Bernadette, Burcham, and Duffie Westheimer have been appointed as new members of the Heritage Preservation Commission. Charlie Webber has completed his service on the commission.
  Sara Dechter: Introduced the three new commission members that were appointed by City Council. Also noted that Charlie Webber's service with the commission has ended.

Emily Dale: Thanked new commission members for joining the commission.

Burnadette Burcham: Introduced themselves to the commission, noting that they grew up in Flagstaff, attended NAU, and currently works as a nurse at the hospital.

Duffie Westheimer: Introduced themselves to the commission, noting that she has lived in Flagstaff most of her life, was involved in the creation of the Townsite overlay district, worked at the Flagstaff library, and is the founder of the Townsite historic properties land trust.

Existing commissioners introduced themselves to the new commission members.

 
             
B. Nominations and Appointment of New Vice-Chair
Charlie Webber was the vice-chair of the Commission and a new vice-chair needs to be selected and appointed by motion. 
  Commission held discussion on appointing a new vice chair. 

Emily Dale: Suggested Caitlin Kelly for new vice-chair.

Caitlin Kelly: Noted that she preferred someone else to take the role.

Emily Dale: Asked whether Shelli Dea would be interested in the role.

Sara Dechter: Offered clarification about what the role would entail.

Shelli Dea: Stated that she would be open to the role.
  Moved by Caitlin Kelly, seconded by Bernadette Burcham to appoint Shelli Dea as vice-chair of the Heritage Preservation Commission.
  Vote: 5 - 0

Mark Reavis: Did not include it in the agenda but can provide it with the minutes.

Emily Dale: Noted that Mark usually doesn't include the reports for approval.

Sara Dechter: Noted that Jordan Hollinger can include it with the minutes.

Duffie Westheimer: Interested in reading the letter report.

  Duffie Westheimer: Asked whether this is a commercial project an how it is qualifying for the credit?

Mark Reavis: Explained that any income-producing property can apply for the tax credit.
             
2. * Consultation: El Pueblo - Code Talker Motel

3. * Americana Inn

Type: Unpermitted exterior work on office building - resolved
  Duffie Westheimer: Asked whether Mark Reavis was aware of the National Park service survey of Route 66 motels?

Mark Reavis: Stated that he is aware of it and noted that this motel was unique because it was not surveyed. The developer noted to Mark that they are not doing any work on the exterior except for the decks. However, when Mark drove by, he noticed that they were removing the roof of the office, which was not an original component of the motel.

 
             
4. * Thorpe Park Annex Concept Approval - Fleet Building as ICC

Type: Update  
  Duffie Westheimer: Noted that the report shows the more recent Greyhound station instead of the original one that green architects did is along Humphreys right across from City Hall.

Duffie Westheimer: On the reintegration plan - disappointed that the context of the access to the location being through a historic neighborhood, national register, and local district was not taken into consideration. Very disappointed that that didn't happen.
             
5. * Section 106 National Historic Preservation Act Compliance
Various
  Duffie Westheimer: Asked whether these are federally funded projects?

Mark Reavis: Stated that yes, he is the one that reviews section 106 as a certified local government.

Sara Dechter: Added that 106 items often come back to the commission in the form of consultation items. Although Mark may have already given an approval, he keeps the commission updated on the progress of the projects.

Sara Dechter: Noted that current 106 projects include forest service fuels reduction projects, downtown mile, FCC towers, and HUD money for transitional housing. Specific grants for the use of old motels for housing. Going forward the commission may see a lot more 106 items.

Mark Reavis: Noted that he will send out a flyer about how citizens can get involved with 106 projects.

9. MISCELLANEOUS ITEMS TO/FROM COMMISSION MEMBERS

1) Discussion about moving the HPC social event to January.

Sara Dechter: Asked commission members to consider January 18 as a date for Charlie Webbers celebration social.

Emily Dale, Caitlin Kelly, and Bernadette Burcham: Stated that the date works for them.

Shelli Dea: Noted that she will be unavailable on that date.

2) Discussion about returning to partial in-person meetings in January.

Commission members agreed to put a discussion item on the January agenda.
             
10. ADJOURNMENT
