1. Call to Order
NOTICE OF OPTION TO RECESS INTO EXECUTIVE SESSION Pursuant to A.R.S. §38-431.02, notice is hereby given to the members of the Commission and to the general public that, at this regular meeting, the Commission may vote to go into executive session, which will not be open to the public, for legal advice and discussion with the City’s attorneys for legal advice on any item listed on the following agenda, pursuant to A.R.S. §38-431.03(A)(3).
  Chairperson Jones called the meeting to order at 4:00 p.m.

4. APPROVAL OF MINUTES
Approval of the minutes from the regular meeting on September 28, 2022
  Moved by Carole Mandino, seconded by Mary Norton to approve the minutes from the regular meeting of September 28, 2022 as submitted
  Vote: 5 - 0 - Unanimously
             
5. PUBLIC HEARING
             
A. PZ-19-00248: This request is for a Zoning Code Text Amendment to amend Division 10-50.070 Outdoor Lighting Standards.
 
Staff recommends the Planning and Zoning Commission, in accordance with the findings presented in this report, make a recommendation to the City Council for approval of the Zoning Code Text Amendment.
  Tiffany Antol, Zoning Code Manager, gave a PowerPoint on the proposed zoning code text amendment on Outdoor Lighting Standards and answered questions from Commissioners.
  Moved by Marie Jones, seconded by Carole Mandino PZ-19-00248 in accordance with the findings be recommended to City Council for approval.
  Vote: 5 - 0 - Unanimously
             
B. PZ-21-00021
This request is for a Zoning Code Text Amendment to amend Section 10-90.40.030 of the Zoning Code, the Rural Floodplain Map, to change the map designation of approximately 7.76 acres from Rural Floodplain to Urban Floodplain on eight parcels of land (APNs 101-01-020A, 020B, 101-28-005G, 005H, 005K, 013A, 013B, and 013D) located generally between W Forest Avenue, N San Francisco Street.
Staff recommends the Planning and Zoning Commission, in accordance with the findings presented in this report, make a recommendation to the City Council for approval of the Zoning Code Text Amendment.
  Tiffany Antol, Zoning Code Manager, gave a PowerPoint presentation on the proposed Zoning Text Amendment related to the Rural Floodplain map and answered questions from Commissioners. 
  Moved by Marie Jones, seconded by Dr. Alex H. Martinez PZ-21-00021 Zoning Code Text Amendment regarding the change to the Rural Floodplain map in accordance with the findings presented recommend to City Council for Approval of the text amendment
Commissioner Norton dissented based on concerns with all three findings
 
  Vote: 4 - 1
 
NAY: Mary Norton
             
6. MISCELLANEOUS ITEMS TO/FROM COMMISSION MEMBERS
  Commissioner Mandino would like an update on the Development Status report.
The regular meeting before Thanksgiving could be changed to the week before.
             
7. ADJOURNMENT
