TITLE:
Recommendation for abandonment of a portion of Hoskins Avenue public right of way south of 631 S. Fountaine Street.
STAFF RECOMMENDED ACTION:
City staff is seeking a recommendation from the Planning & Zoning Commission for abandonment of approximately 5,200 square feet of Hoskins Avenue public right of way south of 631 S. Fountaine Street, reserving the southern 20’ of Hoskins Avenue right of way to accommodate a planned Flagstaff Urban Trail System (FUTS) trail identified in the Regional Plan and the Active Transportation Master Plan.
Executive Summary:
NAU owns a house located on property at 631 S. Fountaine Street, which abuts the unimproved portion of Hoskins Avenue. The NAU house is used as a place to host visiting professors or a temporary housing for new faculty and staff. A driveway was built on the Hoskins Ave right of way (ROW) which is used as parking for the NAU house. NAU is requesting that the City abandon the portion of Hoskins Avenue directly south of 631 S. Fountaine Street, approximately 7,400 square feet.
The City Engineer and Real Estate Manager have prepared a staff report analyzing this request. It does not appear that the City has a need for public right-of-way at this location, except for the southern twenty feet (20') of Hoskins Avenue. (See attached report) The area to be abandoned would be approximately 5,200 square feet. Any existing utilties located within the ROW would need to remain in place or be relocated.
The City and NAU have been considering a possible exchange of property of substantially equal value, and the abandoned ROW would be transferred to NAU if the exchange is completed.
