Consideration and Adoption of Resolution No.  2022-49:  A resolution of the City Council of the City of Flagstaff naming tennis courts located at the Hal Jensen Recreation Center the "Ron Hren Memorial Tennis Courts"
STAFF RECOMMENDED ACTION:
1) Read Resolution No. 2022-49 by title only
2) City Clerk reads Resolution No. 2022-49 by title only (if approved above)

Executive Summary:
The local tennis community including the Flagstaff Tennis Association brought forward a proposal to name the tennis courts located at Hal Jensen Recreation Center the "Ron Hren Memorial Tennis Courts" to honor a longstanding citizen of Flagstaff who was very active in the community through both recreational and art groups, including organizing, volunteering, coaching and financial contributions for the Flagstaff tennis community.  
Financial Impact:
This decision has no financial impact on the City.
Policy Impact:
Resolution No. 2001-73, as amended by Resolution 2010-72, states that the criteria for naming a City facility (including sport courts) may be accomplished through a petition process with the appropriate commission.  If the proposed name is that of an individual, the person must have been deceased for two years, unless it is an individual who has contributed outstanding civic service to the City.  City staff, the Parks and Recreation Commission and the community would like to commemorate the efforts of Ron Hren by dedicating the tennis courts in his honor.  Ron Hren meets the criteria.

Options and Alternatives:
  1. Approve the proposal allowing for the tennis courts to be named the "Ron Hren Memorial Tennis Courts".
  2. Not approve the request.
Background/History:
Ron Hren was an avid tennis player and community organizer in Flagstaff, who created a unique, social and community-minded tennis environment that touched many through the sport. He also volunteered countless hours with community organizations such as the Flagstaff Arboretum, Grand Canyon clean ups, and Toys for Tots.  Ron created a very special portal to help many community members, including the teaching youth the lifetime sport of tennis, while at times leading a group of over 60 tennis players with the Flagstaff Tennis Association.  Ron's amazing energy and inspiring heart demonstrated his desire for positive growth of the Flagstaff community as he would volunteer to coach youth tennis clinics, make financial contributions for youth tennis scholarships, plus was the always-available outlet for city tennis players of all skill levels to enjoy organized tennis in the area.  

When the tennis courts located behind the Hal Jensen Recreation Center were reconstructed in 2016, Ron upped his game by spending countless volunteer hours organizing a local league for all skill levels and working with the underserved youth in the neighborhood.  Ron's actions provided a unique opportunity for community members to enjoy the sport in a social setting with health and wellness as the backbone.  

The community would like to honor Ron, local tennis aficionado, by naming the tennis courts the Ron Hren Memorial Tennis Courts, reminding all of the positive influence the sport holds.  
Key Considerations:
The naming of the tennis courts was an idea derived from the local tennis community to commemorate Ron's involvement in advocacy for tennis play for all levels and anyone interested in learning, especially the nearby Sunnyside neighborhood kids. On August 15, 2022, local tennis enthusiasts presented to the Parks and Recreation Commission a proposal to name the tennis courts behind the Hal Jensen Recreation Center the "Ron Hren Memorial Tennis Courts." They presented information on Ron's contributions to the local tennis community and his philanthropic efforts around northern Arizona. The Commission enthusiastically supported the idea and unanimously approved a motion to recommend the naming of the courts in memory of Ron as requested by the local tennis community. 
Expanded Financial Considerations:
This decision has no financial impact on the City. The naming of the tennis courts will have no added maintenance costs to the Parks section. The cost of new signage is included in the Parks base budget for regular sign maintenance.
Community Benefits and Considerations:
Members of the community continue to express admiration for Ron Hren for his contributions to the community specifically for the tennis community.  This proposal allows public recognition and a reminder of his dedication to the community.  
Community Involvement:
Consult: The proposed tennis court dedication was developed by the local tennis community and in consultation with the Parks and Recreation Commission.  On August 15, 2022, the City of Flagstaff Parks and Recreation Commission received a presentation on the proposed tennis court naming, which was unanimously voted in support of the dedication, as required by Resolution No. 2001-73.
